Syed Afzalur Rahman
Seasoned Human Resources, Administration, Procurement, and Supply Chain Management professional with more than 18 years of progressive experience in leading national and international development organizations in Bangladesh. Throughout his career, he has successfully managed complex operations, strategic procurement, logistics, administration, and HR functions for multi-million-dollar donor-funded programs supported by DFID, CIDA, Danida, NORAD, Transparency International, UK Aid, USAID, and other international development partners.
He possesses extensive expertise in procurement planning and execution, contract and vendor management, warehouse and fleet operations, fixed asset management, office administration, policy development, human resource management, recruitment, performance management, organizational compliance, and donor regulations. His strong leadership and operational management skills have enabled organizations to establish efficient systems, strengthen internal controls, and ensure value-for-money procurement while maintaining transparency and accountability.
Mr. Rahman has held senior management positions with renowned organizations including Transparency International Bangladesh (TIB), Oxfam GB, CARE Bangladesh, NGO Forum for Public Health, RHSTEP Bangladesh, Gonoshasthaya Kendra, BASTOB-NGO and currently working in Jaago Foundation Trust . During his professional career, he has successfully managed procurement portfolios exceeding BDT 20 crore annually and administered logistics and operational budgets valued at up to USD 10 million across large-scale humanitarian and development programs.
Academically, he holds an MBA in Human Resource Management, a Master of Commerce in Management, and a Postgraduate Diploma in Supply Chain Management. He further enhanced his professional competencies through an international scholarship at the International Anti-Corruption Academy (IACA), Austria, specializing in Procurement and Anti-Corruption, along with numerous advanced trainings in logistics, fleet management, procurement, project management, and organizational development. Recognized for his integrity, strategic thinking, and results-oriented leadership, Mr. Rahman continues to contribute significantly to strengthening organizational systems, operational excellence, and sustainable development initiatives across Bangladesh.
